A request for mercy from the Merciful One who has ample, abundant mercy:

I intreated thy favour with my whole heart:
be merciful unto me according to thy word.

The earth, O LORD, is full of thy mercy:
teach me thy statutes.

I take the closing of verse 64 like this:

So, yes. I need mercy — lots of it all the time — for me personally.

But I also need mercy in my relating with others — that is, I need to have mercy to show them.
